The Hague Institute for the Internationalization of Law (HiiL) have formed, together with the T.M.C. Asser Institute (TMCAI), a consortium for the purpose of cooperation in the ICC Legal Tools project.
The involvement of HiiL in the Legal Tools project
The Co-operation Agreement laying down the conditions of HiiL involvement in the Legal Tools project was signed in September 2008 by all involved parties. Based on the Agreement, HiiL is obliged to contribute to the development of the following Legal Tools:
- National jurisdictions: HiiL (in cooperation with TMCAI) shall collect information regarding States not yet featured in this Tool and will maintain the information on the States already featured in the Tool by adding relevant documents. HIIL and TMCAI shall also ensure the consistency of the structure of the information contained in the Tool.
- National cases involving core international crimes: HiiL and TMCAI will maintain this Tool updated by collecting, categorizing and including new decisions relevant to the Tool and complete the Tool with relevant decisions not yet included therein.

Well functioning national legal systems, based on a better understanding of the challenges of internationalisation. A stronger international legal order, built on and effectively connected with those national legal systems.
The Mission of HiiL
To be an international centre of excellence which contributes to meeting the challenges which national legal orders face as a result of the increasing internationalisation of society. Connected with that, to make those national legal orders stronger building blocks for a well functioning international legal order.

HiiL is a networked research institute. In our way of working fundamental research goes hand-in-hand with developing practical solutions to real problems.
